
Heavenly Rule
Purpose
Heavenly Rule is a direct connection to the ancient sea dragons from the Heavenly Descent. It is said that the spirits of the emperors of the past rise to the Heavens where they join the congregation of their kin. Speculations of the afterlife for less exalted individuals are different in the world below.

When a Sea Emperor or Empress is chosen at the end of a dynasty, it is by the will of the Heavenly Rule. A special ceremony takes place behind closed doors for each ocean, with a line-up of Royal Sea Dragons present and ready to be chosen. Spirits of the past rulers will descend in their True Forms, silently selecting the next heir to the throne- be it from the current ruling family or a new one.

Reasons for each decision are not apparent, as there have been good, mediocre, and cruel rulers chosen for each dynasty. It is certain, however, that the decision is final. Actions to counter the decision will result in disaster for the sea dragon and their family.

This tradition is sacred and respected. However, there are arguments as to the fairness of this decision, the monarchy of sea dragons, and the establishment as a whole by certain oceanic citizens. Many use the example of Sunland as an adequate self-governing nation, as their rulers are not chosen by Heavenly Rule.
Advice
It is not unusual for the Sea Emperors to have communication with the spirits of the past, though it is a rare event.

Sea Emperors are permitted to seek out the advice of the Heavens once a century, and it is reserved for dire times. Emperors usually do not seek advice, because any advice given by the Heavens must be followed, whether the emperor agrees to it or not. It is an act of disrespect to dismiss the words of the Heavens.

Only the spirits of emperors in their home ocean may speak with the current reigning emperor.
